Due to a canal that connects Barkley Reservoir on the lower Cumberland River and Kentucky Reservoir on the lower Tennessee, the operation of these two systems must be coordinated. A schematic of the TVA's water control system is shown in figure 4, while table 3 provides an overview of major dam and reservoir projects. The TVA reservoir system is operated as an integrated, multipurpose system. Major objectives are to provide for navigation, flood control, hydropower generation, summer recreation levels, and minimum flows for the maintenance of water quality and aquatic habitat.

Loudon Dam was completed in 1943 and Kentucky Dam in 1944, thereby completing the nine-foot navigation channel on the Tennessee River and facilitating water transport from Knoxville, Tennessee to the Ohio and Mississippi Rivers (TVA 1983a; Davis 1997a).
